Typical scene at a German train station. It is prohibited to smoke at train stations unless there is a smoking section which only large stations have. Anyway nobody really gives a damn about it.
An elder man in Frankfurt asked a small group of teenagers to stop smoking in an underground (!!!) train station and he got kicked to death by them. And that was not the first time someone got killed or beaten for asking another person not to smoke. For that reason people would not just walk up to a stranger and say "Hey, stop smoking in the non-smoking area!". Cops also don't really enforce this unless it is a large station.

And by the way: smoking sections at outdoor tracks are pretty pointless, just need the wind to blow in your direction.... .
Or as peopel say: "Smoking sections in a room are as pointless as peeing sections in a public swimming pool"
